Essential Legal Requirements

Road-legal mobility scooters, legally classified as Class 3 vehicles, are designed to travel on both public roads and pavements. They have a maximum legal speed of 8 mph on roads and must be switched to a 4 mph limit when used on pavements. To drive one legally in the UK, you must be at least 14 years old, follow the Highway Code, and register the vehicle with the DVLA.

To be driven on public roads, a Class 3 scooter must be equipped with specific safety features:

  • Full lighting kit including headlights, rear lights, indicators, and hazards
  • At least one rear-view mirror and an audible horn
  • An efficient braking system
  • A speed switch to toggle between 4 mph and 8 mph
  • DVLA registration using a V55 form (though it is free and exempt from vehicle tax)
